The issue is on Steam's end as they don't detect the correct version to provide depending on your IP. To fix this you can either contact Steam's support who manage to do it for some users. Otherwise, send us a support email and we will gladely refund your order.
Hi, I purchased the Orange Box from "South Korea" and also activated it in Korea, however, it was activated DE version. Are you sure you are selling international version of game???
I saw many same problem in gamesplanet UK web site, but didn't expect same thing happen in France web site.
What should I do to change it to International version?
